I am sorry you’re having such troubles with hair communication, that’s part of the reason why I did hairdressing so I could stop going to salons and just do it myself, hahaha!
I might do a little video sometime, but I don’t have much good gear with me these days & I can imagine professionals everywhere groaning at dismay at me casually freehanding my fringe with a pair of medical scissors ehuehehe >:3
The best thing I can offer right now is go to a good make up desk & get your face ‘mapped’- ask & they’ll tell you all manner of handy things like what kind of skin you have, what kind of face shape you have, how to get the best brow shapes, which is how you can base a good flattering fringe. MAC & Benefit are just a few of the companies who offer these services, and it’s super handy information to hold onto.
Basically, a good haircut is reliant on flattering a face shape, and some things just don’t work with some hairlines/shapes. That being said, it is suuuper easy to cheat ‘face rules’, but you kinda need to know what you’re working with in the first place? If you can’t be bothered with the make up department stuff, definitely have a look at this handy dandy face shape quiz thing that should get you pointed in the right direction.
Okay now your face shape is kinda determined, you can sketch out a little face shape (or just trace one) and then sketch your desired fringe onto it. This way, you can keep an eye on how it sits above the eyebrows, and you can even blow it up to scale and put some measurements on it if you’re really concerned.
A flat face picture can give a much better idea to hairdressers than kind of swishy done up style photos, especially if you’re wanting a very specific cut.
In the meantime, awkward tiny hairs can be trained by spraying a little strong hairspray onto your fingertips & using that to gently smooth them down. I think that something can happen to someone that they can view as personally lucky, but I don’t think there is this universal force of ‘luck’.
As I’m in a pretty privileged place, I can say that I don’t think there is a ‘fate’ either, simply because I am lucky enough to have the resources to attempt to change my lifepath if I’d see necessary. Of course, there are determined paths that have a determined ending, but I don’t really see that as a fate, humans created this idea to feel better about controlling other peoples lives maybe.

Alex is having a D&D night with his friends at our house and it’s the first time I’ve ever seen anything like this (another game I missed out on as a kid) so I’m just sitting quietly in the corner with my laptop, sneakily watching in awe eheh.
